Don't break emacs <= 24.3 just yet

* progmodes/octave.el (completion-table-with-cache): Define if not
available.
(octave-goto-function-definition)
(octave-sync-function-file-names)
(octave-find-definition-default-filename): Backquote upattern for
compatibility.
